Even if inoltre und oltre have an intersection there is a big difference. Inoltre is an adverb and doesn't connect sentences, oltre che is a conjunction and connect sentences.

Beside that he does all his work alone.
conjunction
Oltreche fa il suo lavoro tutto da solo, lo fa anche bene.
Beside that he does all his works alone, he does them well.
Inoltre si dice che finchè non si tocca il fondo, non ci si riesce.
Furthermore, it is said, who has not touched already the ground, has reached it yet.
Only in combination with another conjunction inoltre become a conjunction as well.
Jenna vorrebbe lasciarlo, ma ha paura, e inoltre non ha soldi per affrontare una fuga.
Jenna would like to leave him but she is afraid and beside that she has no money to realize the flight.
Inoltre as an adverbe
